The Serial Number would be helpful.  Plastic parts can be swaped easily, but a vin number takes more effort to change and they may not go to that much trouble.

The insurance company owns it, because I'm sure he already turned over the title, but they will give him the option to purchase it back and probably at a much lower price, since insurance only deals in actual cash value when it comes to vehicles.
