Helmet Exemption Sticker No More?

This is from the State of Texas website, if I am reading this correctly and I think I am, after 9/1/09, there will be no more helmet exemption sticker program.  I have the sticker on my VTX, but it may be expired.  I was going to get one for the Harley, but looks like I won't need it;  

Motorcycle Helmet Exemptions
On June 19, 2009, Governor Rick Perry signed into law
Senate Bill 1967 of the 81st Regular Legislative Session.
This law goes into effect September 1, 2009 and
repeals the helmet exemption sticker program.



Please read the following important information pertaining
to the helmet exemption:

Current law requires a person be covered with a minimum of $10,000 in health insurance for injuries incurred in a motorcycle accident to be eligible for an exception for the offense of operating or riding a motorcycle without a helmet. The bill removes that minimum amount. The bill requires the Texas Department of Insurance to prescribe a standard proof of health insurance for issuance to persons who are at least 21 years of age and covered by an applicable health insurance plan.

The bill prohibits a peace officer from stopping or detaining a person who is the operator of or a passenger on a motorcycle for the sole purpose of determining whether the person has successfully completed a motorcycle operator training and safety course or is covered by a motorcycle health insurance plan and repeals provisions relating to a DPS-issued sticker required to be displayed on a motorcycle by a motorcycle owner.

Can you post the link to this complete bill? I searched the State website but couldn't find it. That Dept of Insurance wording is not clear to me, a new separate insurance card we will now have to carry?

But what I did find is another bill that will require mandatory helmet for off-road bikes and ATV's.
Then got to thinking if anybody is thinking about changing the helmet law what would be the first step? Start streamlining the helmet exemption to make it easier to cancel in the future.

 This is where I found it, there is a link at the bottom to review the bill.  When you click on the link to the legislature, go to "Enrolled" and scroll down the page 5.  From what I gather, it looks like they are going to require the Dept. of Insurance to issue some type of proof card;

Sounds like they're going to "card" all of us with a special card to carry for the insurance too.

Sounds like they're going to "card" all of us with a special card to carry for the insurance too.

That's what it sounds like, I wonder what this special card is going to cost a rider.
