 I don't know about today, but in Calif. in the early 70's you would never see this type of thing. Cops would have these guys in moments. Unfortunatly I see this stuff here all the time. Dangerous stuff.

that intersection is Bellaire and Bissonet.... the HEART of Bellaire.  I see Bellaire cops all the time, and I am really shocked that these guys didn't get pulled over too!
