If you haven't yet, you might check the fuel pump fuse

I've heard you can bypass the fuel pump and run a line straight from the petcock to the carb (like on all other year VTX's).  You just won't have the protection from the gas running out if the carb float sticks(the reason of the vacuum hose attached to the other year bikes, no vacuum no gas, right now your pump prevents this also)

You should change your seat bolts to ball detent pins.

Tractor Supply, Home Depot, Lowe's, Ace, etc. The 3/8" pins will require that you chase the threads on the seat, and ream the bracket a bit, with a 3/8" drill bit. If you can find 5/16" pins they will work without having to do all that, but the 5/16'' seem to be rare. Be sure you have a pull ring in the pin to remove it. Just get the pins (they generally come with rings) and ream the brackets. Take your old seat bolts and sell them on ebay as "rare, valuable collector's items" or something like that for an exorbitant price ;D.

What's up with the fuel problem? After reading again what you had ( I thought your's was an 05 but it's an 03). You don't have the vac line on that model and you do have a fuel pump and from the attached diagram it does look to be mounted somewhere under the seat area. 



When you locate it (finally) take the positive wire off, turn on the key, make your kill switch on your handle bars is selcted to the on position, and with a static light check to see if you've got power going to the pump. If not then check your battery ground ( an 1800 problem that might apply to you in this situation) and make sure it's tight and making good connection. The 1800 will generally crank over and act as though there is no problem but we have a fuel press light you don't have and tells us the pump she ain't working. Ok back to you situation, if you don't have power like I said check your battery connection and if you feel it's good then check for a fuel pump fuse. There should be a listing for it in your owners manuel and maybe a location. Now for the bad news. If you've got power to the pump and you don't feel it running then, well I think you know your next move. Last but not least. Let's say the pump is running and you know there's fuel in your tank and getting to the pump, take the fuel line off the inlet side of the carb to see if gas is getting that far and if so then what you have is a stuck needle valve in the carb. Sometimes the floats will stick in the up position ( not allowing fuel into the carb) and that could be the problem. If so then take a screw driver and using the plastic handle end tap on the bottom of the carb (the float bowl) in an upward motion several times with the pump running for the pressure on the needle and seat.
I know this was a little lengthy but hopefully you will be on the road again real soon.
