I took my baffles out when I first installed the V&H's. Way to loud for me. But, I think it all depends on how considerate you are of others and where you are. Neighborhoods, school zones, churches and the like you should keep em quiet especially at night. Industrial and commercial zones there probably won't be to much said. I have the quiet baffles (which I'm sure all the packing is gone by now) but when I leave my neighborhood I'm low and slow. When I hit the high way, it's balls to the wall.
I use to ride with a guy that had a Harley Springer w/extremely loud pipes. I'm talking if he was leading, I was way behind, especially on long trips. It was obnoxious. He ask me one day why I was lagging a 1/4 mile back. So, I told him his pipes were too loud. We swapped bikes for an hour. His only comment when he got off my bike was, "That AppleSauce gets old quick doesn't it? I've got a headache" Next trip he put his quiet pipes on.
I would guess that even with the quiet baffles in, if you go by the db rating the pipes aren't legal . It's more about where and who.
