If I desmog my VTX, what effect will that have on passing the emissions inspection each year?

I know this question has been asked, I just can't find it on the boards again.  What the heck is "desmogging" and how is it done?  i heard it might help occasional back-firing and my bike is doing it when I let off of the throttle quickly in 5th.  Any info or links would be greatly appreciated!
