Cut the black tape back some, slide some heat shrink over that wire about 2"s back. Cut about 1/2" from each end and yin the wires. Then have a friend (wife works too) hold the 2 wires overlapping and solder them together. let cool a min then slide the heatshrink over the exposed wire and use the solding iron to shrink it.
